Looks like they did a lot of paperwork to not do a lot of paperwork..... If he didn't steal the snake, why not just go through the legal channels to bring it back?

There is no legal export of wildlife from Brazil.

Really? I thought there was still some limited export of tropical fish (I know some plecos have been shut down), did this change?

Fish are a caveat. No exportation of reptiles,amphibians,birds or mammals. Which is why Brazilian dendrobatid frogs command such high prices. The founding stock was smuggled to Germany or the Netherlands then the captive born offspring "legally" imported to the u.s.
