It's a quadrivirgata. The stripe isn't down the spine though, just the way it was smashed.
Quadrivirgata and keelbacks are by far the most common serpents to be seen.

It's $5,000 and wisely spent. Don't fret too hard...CA is definitely limiting economic growth.I'm not objecting to them using Pacific Treefrogs, I just think calling it a head start program is wrong. Treefrogs don't need a head start program, this isn't a conservation project.

Coordinates are now required for entries in the HERP Database. They don't have to come from a GPS receiver. Google Earth, etc. are perfectly acceptable means of obtaining coordinates.
