From what I have read Red Tailed Hawks Migrate North with diurnal snake emergence, and snake are an extremely important source of food during these migrations especially for first year RT Hawks.

My albeit poor gartersnake IDing skills also call it a Mountain Gartersnake (Thamnophis elegans elegans). It seems if atratus occur in this area it may represent a range extension.
