Rain is key. Right now, conditions are dismal, as evidenced by the fires. Even in a dry year, some rain should come between Jan-March. You need some moisture and a bit of sun, but moisture is the most important factor in finding herps under cover in SoCal.

Salamanders should be relatively easy to find in March in Central CA. Moisture is the key. At that time of year, there should still be good moisture levels. Snakes can certainly be found under rocks in the monsoon season in AZ, but not nearly as easily as they are in Spring. The Santa Lucias have many permanent water sources running to the ocean between San Simeon and Carmel. All are good. Garters are common all along the coast there.
